Zesn launches recommendations on 2023 polls

ZIMBABWE Election Support Network (Zesn) yesterday launched a compilation of recommendations submitted by local, regional and international election observers following the disputed July 30, 2018 national polls.

The compilation (compendium) was accompanied by a tracking tool to monitor progress in electoral reforms leading up to the next elections in 2023.

It has 23 recommendations by Sadc, the European Union (EU), Commonwealth, Election Support Network of Southern Africa Eminent Persons Observation Mission (ESN-SA), African Union (AU), among others.

"These recommendations set the tone for the electoral reforms agenda and inform Zesn's advocacy and are also the basis for the engagement with inter-ministerial taskforce committee on electoral reforms.

"In a bid to push for reforms, Zesn has further provided an indicative timeline for action in the recommendation, the possible timelines which if considered by the responsible bodies will lead to implementation of some of these progressive recommendations.

"We will continue to issue periodic updates on the tracking of observer recommendations," Zesn chairperson Andrew Makoni said at yesterday's launch.

Of the 223 recommendations, 115 have been streamlined to highlight in depth electoral and legislative framework, election administration, media coverage, the conducting of civic and voter education, holding of inclusive elections, polling, election observation, results management and electoral justice.

The electronic tool will track the implementation of…recommendations by the Zimbabwe Electoral Commission (Zec), Parliament, media, political parties and all electoral stakeholders till the next election, in 2023.

Zec commissioner Joyce Kazembe said the national elections management body would be engaging and working towards implementing the recommendations in preparation of the 2023 elections.

"We are excited about this compendium. This is a proper way to improve the processes in preparation of the 2023 elections.
"As Zec we have had some of these recommendations but our problem is the uptake by Parliament.

"We always submit recommendations after every election. We need stakeholders to lobby Parliament so that they really give attention to this to stop the blame game on Zec," Kazembe said.
