 Govt delays Bulawayo, Harare devolution

THE devolution of the country's two major cities - Harare and Bulawayo - is set to suffer further delays, the government has indicated.

This comes as Local Government minister July Moyo told the Senate recently that the two cities were lagging behind in the implementation of devolution.

According to Section 271 of the country's Constitution, a province should have proportional representatives to make up metropolitan councils, of which the two cities have none.

"I must admit that we have had difficulties in terms of the devolution part of the Constitution.

"I did allude to it when I made statements earlier in the year that we have elected people, 10 of them in each province, except in Harare and Bulawayo metropolitan provinces," he said.

"In Harare and Bulawayo metropolitan areas, there were no elected 10 proportional representatives during the last general election. When one closely reads the Constitution, you will see that there is some omission.

"So, we have had to look at all these issues and say what do we do now," Moyo added.

The statement by the minister came at a time that many have been complaining about President Emmerson  Mnangagwa's sincerity on implementing devolution — a concept which his predecessor, Robert Mugabe, completely snubbed despite it being entrenched in the Constitution.

Meanwhile, the Local Government minister has also indicated the need for further consultation on devolution and its implementation.
